Social Officer (Maternity Cover), Wildlife Wood Project, Cameroon

A position is available, starting as soon as possible, as the social officer for the Zoological Society of London (ZSL)’s Wildlife Wood Project in Cameroon. The Wildlife Wood Project engages the timber industry, Cameroonian government and local communities in sustainable wildlife conservation in the timber production forests of the Congo Basin. The project provides support to build stakeholder capacity for wildlife conservation, develop and implement monitoring and management tools on the ground and engage at the policy level to help create an environment supportive of the project’s long term vision.

The successful candidate will focus on three main areas:

S/he will be responsible for leading on all project community engagement activities, including the successful development and implementation of joint anti-poaching efforts between local communities and other stakeholders. They will also be responsible for developing and implementing a long term strategy for engaging with stakeholders at the local and national level to change behaviour in favour of conservation through a social marketing programme. This will be done in close partnership with the London based discovery and learning team. The post holder will also lead on designing and implementing appropriate socio-economic studies to guide project activities and monitor and evaluate outcomes.

This is a 9 month position with the potential for extension. The post will be based in Yaoundé with regular trips to remote field sites in East Cameroon. Some travel within Central Africa may be required.

The post holder should have at least 2 years experience working with rural communities ideally in Africa, experience applying participatory techniques and a postgraduate qualification in social science, education or demonstrated research skills in these fields. Experience in CEPA, social marketing, conservation, community development and/or tropical forestry would be an advantage. The successful candidate must have excellent written and verbal communication skills in both spoken and written French and English.

A base salary of £20,576-£25,093 p.a., plus benefits including, annual return flight from Europe to Cameroon, visa, and insurance under ZSL’s group travel insurance policy will be provided. The position is to start as soon as possible.

The Centre for the Development of Enterprise (CDE) is a joint Institution of the European Union (EU) and African, Caribbean and Pacific (ACP) Group of States established in the framework of the Cotonou Agreement. Its objective is to ensure the development of ACP enterprises operating in the private sector with non-financial services.

The Centre is currently working on the reinforcement of its operational capacities in the ACP countries through its Six ACP Regional offices established in the ACP States.

To this end, the CDE Regional office in Central Africa based in Yaounde, Cameroon, wishes to recruit two (2) Operations Officers, citizens of one of the ECCAS countries or an EU citizen residing in these countries with the necessary competences to support the Manager of the Regional office in the implementation and management of programmes for third parties.

Key Responsibilities:
Under the supervision of the Manager of the Regional Field Office, the Operations Officers will be responsible for:
- Identifying, preparing and handling the projects and programmess in line with the Institution?s regulations.
- Collecting pertinent information from institutions active in the same field of activities in the region.
- Providing assistance in the preparation of programmes and other development initiatives.
- Implementation of programmes for third parties, such as the PADSP of Cameroon.
- Executing other related duties as assigned by the Manager of the Regional Office.

Qualification and Experience
Mature and self-driven person of high integrity and who meets the criteria?s outlined below:
- University degree: Masters in Finance, Economics, Business Administration, Engineering or a related degree.
- Minimum of 7 years of relevant experience acquired in the Private sector (enterprise or consultancy firm) or in an International institution.
- Proven experience in preparation, management and/or the financing of projects in the private sector and/or enterprise development and in particular, experience with SMEs/SMI.
- Skills and experience in design, monitoring, evaluating and/or auditing of technical assistance projects.
- Good IT skills ( Internet, Word, Excel, PowerPoint, outlook),
- Fluency in French (oral and written) is a requirement
- Good knowledge of English (oral and written) would be an advantage.

KEY RESPONSIBILITIES/ACCOUNTABILITIES
Maintains fluid properties on rig sites by testing fluid properties accurately. Maintains inventory at customer well sites. Technical Advisor & Trainer, Wildlife Wood Project, Cameroon

The Zoological Society of London is looking for an experienced tropical forestry specialist for its Wildlife Wood Project on a 10 month consultancy starting January 2013.

The successful candidate will work closely with ZSL’s wildlife monitoring and social team and staff of partner logging companies in Cameroon to develop a practical model for best practice wildlife management in timber concessions. This work will form the basis for producing a toolkit for sustainable wildlife management in production forests to assist the sector to meet certification standards, contribute to tropical forest conservation and sustainable natural resource management in the region.

We are looking for a highly motivated candidate with experience of working in the tropical forestry sector, including francophone Africa, a good knowledge of timber operations, demonstrated skills in developing and implementing monitoring and evaluation systems, knowledge and ideally experience of systems for controlling illegal activities on timber concessions, experience of delivering training and mentoring junior professionals, excellent written and verbal communication skills and be fluent in French. They will be responsible for developing, and validating wildlife management plans and delivering the necessary training and support materials to companies to enable them to implement them. A key deliverable will be to develop a toolkit for sustainable wildlife management in timber production forests, including the production of a practical handbook synthesising the work in collaboration with the ZSL team, and other stakeholders in the forestry sector.

The consultant will be recruited for 10 months under a contract for service with attractive fee package, housing and one return flight from Europe to Cameroon (or equivalent). The post will be based in two field sites in East Cameroon (Mindourou and Mbang – Haut Nyong), with occasional trips to Yaoundé and Douala. Some travel within Central Africa may also be required.

· Initiate, manage and drive key projects related to safety management in Demand & Supply.
· Perform safety training and administer training programmes in accidents and fire prevention and protection and other employee safety procedures for Demand & Supply
· Review and maintain safety documentation for Demand & Supply
· Ensure compliance with regulatory standards related to environmental and occupational health and safety and emergency preparedness for Demand & Supply
· Analyse accident data to identify trends and accident types that can be prevented in Demand & Supply
· Ensure safety programmes and policies etc to comply with the standards for Demand & Supply.
· Analyse, plan and order PPEs of good quality respecting International standards and issued to workers and visitors in Demand & Supply
· Ensure proper management of contractors as per Safety recommendations made available to them prior to commencement of each contract
· Establish a Risk Management framework (Risk Assessment Framework) and develop risk management implementation plans. Ensure that risks are identified using appropriate risk assessment process and actions plans developed and implemented to mitigate the risks in Demand & Supply.
· Manage EHS issues, including permitting, pollution prevention, environmental regulatory compliance, inspections, reporting, auditing and contractor’s compliance in Demand & Supply.
· Diagnose the specific problems with risk management behaviours/process, and proposing effective remedy in Demand & Supply.
· Be one of most important stakeholders of our safety management implementation such as work permit, inductions, PPE, SIRC cards, accident investigations in Demand & Supply.

CAPABILITIES

You will need to have:
· Thorough knowledge and understanding of National legislation relative to environment, health and safety; ISO 14000 and OSHA 18000.
· Ability to conduct site visits.
